Surface Preparation & Application
Dry the surface and remove dust, grease, and loose material before you apply the primer. For previously painted walls, remove loose or poorly bonded material by rubbing with a suitable abrasive paper or stiff brush.
Berger says the primer should be diluted with clean water in a 1:1 ratio for normal brush application. The ratio can vary with the absorbency of the surface, so adjust for porous plaster. For optimum sealing, Berger recommends two coats.
Berger says that where a perfectly smooth finish is needed, a wall putty can be applied after the primer has dried. Berger states the primer dries within about one hour under normal weather conditions.

Using one coat on very porous plaster is another. Berger recommends two coats for optimum sealing, and a single thin coat may leave parts of the wall unsealed. Thinning by eye is also common. Measure the 1:1 ratio, and adjust it for how absorbent the wall is, rather than guessing.

Close the container properly after use and keep it upright. Protect it from extreme hot or cold temperatures.
